You might want to make it output to /dev/null, since this is an RPM. Also, why do you create the fake localconfig file? Is that necessary? There are a few optional "requires" that Bugzilla also needs: graphviz (for generating dependency graphs) and patchutils (for interdiff). Bugzilla also requires specific minimum versions of various CPAN modules, and the versions are specified in checksetup.pl.
