Here is a similar thread that comes to the conclusion I suggested: https://www.redhat.com/archives/fedora-packaging/2006-March/msg00004.html "Best Practice" is to keep the License tag as simple as possible and to place the license text in %doc as I suggested. Note also that this is a SHOULD and not a MUST.
