E.g. everything that -g adds is removed again and placed into the debuginfo package. In case of a bug/core dump etc. You can install the debuginfo package and examine the issue with gdb. Of course if there are different code paths chosen with debuging enabled, that's another story. But we were discussing about enabling debug symbols, nothing more. On COPYING: Yes, please add another copy of COPYING to %doc.
