Pynie compiles and runs just fine from an installed Parrot and from the Ubuntu packages. Your packages are missing a number of development libraries necessary for building a language from source. You could include them in the 'parrot' package, but a better solution is to add a parrot-devel package for the developer tools. Let me know if you need a list of files to install (it will be the same list as the Ubuntu packages).
