Still, you need to fix it. This is quite trivial: run

for file in README; do
 sed 's/\r//' $file >$file.new && \
 touch -r $file $file.new && \
 mv $file.new $file
done

in the %setup phase to convert it.

(If you try catting the file it doesn't work properly.)
