If yes, then you should add a FE-NEEDSPONSOR as a blocker. I'm not sure if RH employees have to follow the way as Fedora contributor [1]. My suggestion is that you should make some informal reviews of other packages to be come familiar with the Fedora Packaging Guidelines.
