Comment 20 isn't inaccurate in the least, but neither is comment 37.  The issue
is "backwards compatibility".  Frankly it's up to you; I review packages for
Fedora according to the guidelines which relate to supported Fedora releases,
but if you want to push packages to EPEL you'll have to deal with an
ever-increasing number of incompatibilities.  Personally I prefer for the
Fedora packages to be clean and for EPEL-related cruft to be kept to the EPEL
branches (if you even intend to request them); someone who intends to take the
Fedora package and rebuild it on some old release may grumble about backwards
compatibility but that's really their problem.
