From http://fedoraproject.org/wiki/Packaging/Guidelines : = Nothing. 2. From http://fedoraproject.org/wiki/Packaging/ReviewGuidelines : * Packages containing pkgconfig(.pc) files must 'Requires: pkgconfig' - So, add "Requires: pkgconfig" to -devel package. Fix the pkgconfig issue above.
