Upstream says that the static libs are just the way the code is structured internally. They are not intended to be exported, which is why shared libraries are not built. The exception is the the vigra code, this is a modified fork. Upstream has submitted these changes to the vigra maintainer and expects that they will be in the next release, at which point this code will be removed from hugin.
