The plugin-examples subpackage requies everything necessary to run the programs
inside.  So either I don't understand the sentence `If the user downloads
something in your package/subpackage' or it does work.

The model is still the same: to use a Perl program which is incidentally a
Gwyddion plug-in, one needs two things: Perl and Gwyddion.  Perl is required for
all Perl programs and Gwyddion is required because it's Gwyddion plug-in.  If
this is satisfied, nothing can break.
