Packages wanting to use perl(CPAN) should require "perl(CPAN)", packages wanting to use /usr/bin/cpan should directly depend on /usr/bin/cpan (which would be the only correct solution) or can "Requires: perl-CPAN". If your intention is to provide a "virtual cpan package", then it should be a versioned "Provides".
