I fixed it by removing %{?_smp_flags} from the make command. Looks like a parallel build dependency issue - probably trying to compile the wrappers before they are all generated. Also, why not build with OSMesa? I believe it is only FC-5 that didn't have OSMesa support. Compiles fine for me on devel. Next, you might consider providing a -mpi version like is done with paraview.
