Currently filesystem has a "Requires(Pre): setup" which seems to be unneeded, so make filesystem the base of everything (this even would be the case, if RPM would depend on packaged parent directories). Let setup depend on filesystem as it would be, if RPM could handle packaged parent directories and then make glibc depend on setup.
