After looking over the comments here i think the proper order should be: basesystem setup filesystem Now take glibc into the picture which currently Requires(Pre): basesystem. If we'd drop basesystem completely but added a Obsoletes: basesystem-x-y Provides: basesystem-x-y to setup and we should be set for updates.
