Unless I am wrong the static libs are not stripped so the symbols are in, and the empty debuginfo is unneeded anyway. It is just that to me it should not be a requirement. It adds unnecessary work for the packager, unnecessary clutter in the specfile for no practical gain. And the bug is in rpmbuild.
