Oshan, You need to read up on http://talk.fedoraproject.org, the information on usage is there and even a nice tutorial on how to use Twinkle (a soft VoIP phone). If english is not your primary language, try http://talk.fedoraproject.org/pt_BR/ (pt_BR is Portuguese for Brazil, you may need a different language).
