They're rare optical illusions. I've seen it twice. Once in Florida on the Gulf Coast, and once in San Diego. They're harder to see here because the air is usually dryer. The more moisture, the more the light is likely to be bent. As one friend observed, they probably happen more often, but how many days does the average person wait at sunset and watch on the off chance he or she might see one?
