Yes, this is a permission issue. I have added you to the
"felix-developers" group, so you should be able to do close now.

The "Close" and "Resolve" sits next to the "Comment" links on the left side.
If you don't have it, you are not authorized, either because you are not
logged in, or the Administrator hasn't assigned you to a proper group.
