Richard S. Hall resolved FELIX-186.
-----------------------------------

    Resolution: Fixed
      Assignee: Richard S. Hall

I committed a fix for this, where I perform the level check before doing any
logging whatsoever. I didn't test it, but I think it will work. Please let me
know if there are any issues.

> Logger ignores configuration property felix.log.level when a LogService is
> detected.

> The Framework Logger sends log output to System.out based on log priority and
> configuration property felix.log.level. When a LogService is detected this
> property is ignored by the Framwork Logger and all output is forwarded to the
> LogService.
