Yes. This seems to be a bug that crept in during R3 development. I found a file that contains the changes made between R2 and R3 and it contains this table (table 102.5 in R4) with the 3rd line containing:
/ /tmp /fudd/bugs /tmp/fudd/bugs as you suggest. Somehow that did not make it into the R3 spec correctly. I will open a bug to fix for the next release of the spec.
