Update maven-bundle-plugin to install bundles to a local OBR

Add the install and install-file goals to the install phase. These goals will
add the bundle metadata to an OBR repository file. The objective is to allow
the local Maven repository (~/.m2/repository) to also be an OSGi Bundle
