Here's the relevant output from `make install`:

The following confirms there no such file:
cd ~/prog_dev/felix/felix-1.1.1/
ls -ld rtl/libflx_dyn*
-rwxr-xr-x 1 evansl evansl 329272 2006-07-19 12:09 rtl/libflx_dynamic.so
Compilation finished at Wed Jul 19 21:24:35
The download was from:
http://felix.sourceforge.net/flx_1.1.1_src.tgz
and the rtl directory as as it was after the steps:
./configure
make
make doc
make install
as instructed by ~/prog_dev/felix/fellix-1.1.1/INSTALL
