I have a Siamese (purebred) that when he was a baby he got these little bumps and the area was sensitive, also have like a balding area. He was treated with preds and some ointment, forgive me but I can't remember he was also given a shot. This happened a few times. This was almost four yrs ago.
The Vets said it was stress that brought it on because he didn't have any fleas on him.
Fleas will cause this too, could be this kitty is alergic to fleas.
If the kitty is nervous it will happen too.
Dry skin, may need some added supplements to diet.
There is something else but I'm having problems thinking at the moment long day.
There is a name for it when the hind legs to get a rash and the kitty is persistant in licking as well.
My suggestion is get the kitty checked out by a Vet.
Keep away from others til you know what your dealing with...it may be nothing. Better to be safe than sorry.
