I also spoke with Levy this morning (again the person you found for me) and asked for a sample ordinance for TN&R program in place in IL ---and just got a copy of it- I will take a look at it and talk to Merry this week (we were going to meet to prepare for a meeting with the city councilor who is working on the new ordinance) too see how we can convince the councilor on TN&R issue as well  – she told me that the councilor was open to the idea in the industry area, but not in residential area so much for some reason (that’s really stupid, too as there are so many feral in residential area) -
