Kelly, please have someone contact the police.  Under the law (unfortunately) animals are property, and she is stealing and destroying people's property and police should know about it. Technically I guess the animals are trespassing on her property, and I really don't know how that balances out (though in a trailer home park, she may not own the land itself but rather just the trailer).  But the police might be willing to go and talk to her. Especially since she allowed the person to leave food, essentially attracting the cats to her property, and did not ask neighbors to keep their cats indoors and off her property. 
 
I also think it would be a good idea to lobby not only the shelter but also the city council to adopt a policy requiring that non-feral friendly cats must be held for at least 5 or 7 days even if the person dropping them off claims they are strays (would be good if feral also, but less likely to get such a policy). An ordinance making it a crime to bring another person's animal to a shelter without their permission might also be good, though in some cases might hamper legitimate rescue operations.
