I have never used it myself.. Just seen it being used...
Both with people and animals at the vets...

Basically normal air contains only about 16 % oxygen
so just a very small amount flowing in the direction
of the breathing will help...
The covering is just to keep a draft from blowing it
all away but you need some air flow to carry off the
CO2 that is exhaled...
Health wise you probably can't add too much so long
as the animal remains quiet but there is an increasing
fire risk if too much oxygen is used.. DON'T SMOKE
around it...
