i use old flea collars (i know flea collars are bad, so i tear off the package one month before i put them on my cats).  it's made of some kind of plastic (maybe rubber?) and a bit slippery, so it can surely slide open if u pull it.  another good thing is: most of the time the collar stays on cat's neck even if it slides open, coz it's not that soft and can therefore stay in the shape of a circle.

When I came home from work, she had her paw caught between her neck and the collar and was choking herself to death.  It did not break away.
