Here is a try: Feed smelly stuff and spray the area around where you
are feeding with Feliway. Make the darling feel more secure. Put out
a Rubbermaid container (18 gallon is a favorite for me) with a hole cut high in
the long side (cat-size of course) Weight the container down, fill it with
hay/pine needles etc and put the top on. This provides shelter and you can
easily take the top off to check for rain invading the house or not. Turn
the hole to the least wind direction (here there is not really a calm
direction--at least not this time of year). Spray the interior with
feliway too.
Put flyers near where the stop light is but don't count on it having jumped
out.
Keep working with the cat. Sooner or later you may be able to live
trap it, vet it (but don't let the vet do a bunch of
vaccinations/surgery etc.............take things really easy with a
stressed out cat). Refer to Allie Cat Advocates and feral websites.
Do not assume the cat is feral. It may be a stray or a throw-away.
In any case it could use your help and, if you ever gain even a whisker's
worth of trust, you will know true trust, not the crap people give people.
The most wonderful cats (in fact, all the cats) I have ever had the privilege of
sharing my life with have been feral or throw-always. They are the
greatest. And they are totally different "breeds". Bless you
