Well, FIP is likely to run through certain genetically similar cats, because it's a genetic fault that triggers it in cats, it's thought. So it's entirely possible that your area has a very NON-diverse breeding cat population, and so most of the rescues you get are from the same bloodlines. Not helpful info at all, I know, but it could explain why you are getting it so much there.
