Hi Wendy, Such a tough choice! I'm not a shelter owner or volunteer, but I guess I'd ask them about the neighborhood. How tolerant are the neighbors? Is there a chance anyone would want to turn them in? If that's the case, it might be risky since you never know what would happen to the animals if they were "repossessed" so to speak.
