That is the whole problem, people get kittens and puppies and then when it becomes too much trouble, they dump them. The also get female dogs and cats to give the children the experience of birth, then dump the kittens and puppies and the mother usually. That is why our local shelter is up to their ears with unwanted cats and dogs.
