Julie, I am an auditor and used to do quite a bit of governmental work. You would be stunned and horrified by the ignorance. I highly doubt some of these people could balance thier checkbook, much less the city goverment funds. They think "budget" means "what we spent last year." Then, you just spend and spend, and if you go over, you just move money from a fund that didn't. Instead of watching what they spend, they just use the actual amount of money spent this year, and make that the "budget" for next year. Yea! I think what Dallas budgeted for anticipated sales tax revenue was what they WANTED to come in rather than what they realistically EXPECTED to come in. You know that expression "good enough for governement work?" Well, it ain't just an expression!
