Hi, Since the lady says the cats aren't hers no law would be broken if
someone else had them fixed
If there is a neighbor with outside cats that does not get them fixed My
friends & I often "Kidnap" the cat for a day or two and get it fixed.
The reason for the "Kidnap" is you are altering someone's property.
Therefor when we do it we keep our mouth shut With the males the owner
does not notice the change. With the Female..well..her tummy is shaved
and the neighbor can holler all they want
