I KNEW I had this info somewhere!  There is an organization called H.O.R.S.E. in NW Connecticut.  It stands for Humane Organization Representing Suffering Equines and they reportedly work miracles.
 
They don't have a website, but their phone number is 860-868-1960.
 
Maybe they can help, even if it's just with a referral to somewhere a bit closer.
