Another thing you might consider. When I was rescuing the dogs from the gas station I had to keep them separated for a while. I called a fence place and they came and put up a 12 by 12 foot pen for only 250 dollars. I thought that was a pretty good price, especially considering delivery and installation. Plus you can move it with you. I have moved mine by myself. It's no trouble. If you put chicken wire over the top you could keep strays in there whenever you find them until you can find homes for them...... You sound like me.... you'll always be finding them! lol.
Just saving change for a while or a good yard sale would probably come up with the money. You could put some little igloos in there. I have a friend who sets up igloos with lightbulbs for warmth in the winter for her outdoor ferals.
Just an idea. It's not a good permanent home, but better than worrying about what might happen to them. I have a huge fenced yard, and I can tell you that pen has paid for itself over and over. LIke the little dog I found last week. It was the middle of the night and she was filthy so I didn't want to just leave her with my cats or dogs.
Any strays I find I use the pen. When one of the dogs is sick I can isolate in the pen. It's been very useful.
One thing I might suggest is you get one 6 feet high. I went 5 thinking why would dogs or cats need any higher? Well I need higher. lol. I bump my head every time I go in.

That sounds good....but i tried putting that stay off stuff in their yard, the stuff thats suppose to keep strays from going to the bathroom in someones yard...and now he is claiming that just made them poop more in his yard! LMAO I think if i asked to put anything on his car...he would just say it would make it worse...or claim that it made his paint chip! LOL He likes to complain. OH YEAH....i totally forgot to tell you all, i talked to his wife, and she told me that she went out to the car with him, and asked him to show her scratches....and there was NONE from my cats!!!! She said he was just PARANOID that they COULD happen!! can you believe this guy?? LOL I also have another neighbor who is SUPPOSE to be my husbands very good friend...and i think he always starts this crap with my cats...he CLAIMS when he wanted to trade in his truck that the dealer said he would need a new paint job...so he told my husband it was my cats fault!! ROFL His truck has soooo many scratches...BIG ones...and the whole back of the truck is all messed up from hauling things...and he wants to pin it on my cats!!! OMG....i told his wife he told my husband that, and she laughed her butt off, and told me to tell him to shut the hell up! LOL
Hmm....neighbors....they SUCK, but what can ya do? Hopefully we find a! ! house that is NOT near any houses, EXPECIALLY not connected to any like we have now! LOL We have 4 months left!! WOOOOHOOOOO!!!! :)
