I uninstalled Fenics again and explicitly also uninstalled python-ufl
and python-ffc. After reinstalling Fenics it all works.

This is packages from the fenics-dev PPA. Removing the packages from
this PPA and installing the ones from the stable FEniCS PPA instead
should fix this problem.
