According to http://fenicsproject.org/documentation/dolfin/dev/python/programmers-reference/cpp/mesh/UnitCircleMesh.html, the UnitCircleMesh class is now depreciated.

It is because the dolfin_parameters.xml file is old and the parameters in that file is not what is used the current version of DOLFIN.
