Ubuntu Trusty binary package features PETSc 3.4 which is probably compiled without TAO. Other installation methods described at http://fenicsproject.org/download/ should bring you newer PETSc which features TAO automatically, see http://www.mcs.anl.gov/research/projects/tao/
