I would like to start switching to PETS 3.4 now - a motivation is that the fix 
to https://bitbucket.org/fenics-project/dolfin/issue/287 is trivial because we 
can just remove the buggy code that works around a PETSc 3.2 issue.

Speak up quick if you have an objection.
