I would like to propose that we remove the uBLAS linear algebra
backend from DOLFIN. It's a maintenance burden because every change in
the GenericFoo interface requires changes in uBLASFoo.

The uBLAS backend was added when PETSc was hard to install and not
available as a Debian/Ubuntu package. Both are no longer the case, so
the uBLAS backend has served its purpose. Moreover, we now have an
interface to Eigen3 sparse linear algebra, which provides similar
functionality and ease of use to uBLAS, but is much faster.
