Adrian setup the schedule on blug.org the first week of april so people could see an initial schedule. Its been up for weeks already. We migrated it to the current website this week for consistency and to allow people to use the interactive features of the site. Most people had access to the sessions since Jan when they started coming in. This is not much different than other conferences, including Ohio, drupalcon, etc.
As for previous years, there have always been last minute schedule changes, which is why we keep the brochure printing to the last minute. This year, people will be able to browse the schedule via their phones, in a readable format. Screen readers for the blind will work, as the old table format was not useable for them. I sent an email to all 'registered' attendees and we've seen a dramatic increase of signups and site activity in the past 2 days.
