I think you might have followed a little bit of a red herring to get here.
Festival is a text to speech engine, and from what your e-mail has said, it
sounds like you need a screen reader.

Linux isn't always the best at accessibility (especially with KDE), but
there are some distributions which, I've been lead to believe, work very
well with a screen reader.

If you can cope with the Gnome interface, the LTS (Long Term Support)
version of Ubuntu has accessibility "out of the box" - although the more
recent versions are struggling to cope with the massive overhall to the User
Interface (Unity).

For context, I have not had to use these tools for day-to-day working, and I
use festival as part of my music podcasting, but I listen to a lot of
podcasts, many of whom have discussed issues of Accessibility, particularly
around the loss or imparement of eyesight.
