pull requests are more intended for code after it has been reviewed by someone who knows the code well enough to be able to review it. In practice steps can be merged, so for example, if the person who will merge a pull request is also the maintainer then he might review it and merge instead of asking the ML to be used for review. Or for example if the pull request is submitted by someone who knows the code well, id assume he reviewed the submitted pull request already himself. But in the end, these are details, what is important is that code gets submitted one way or another, reviewed one way or another and pushed to git.
