ATM AV_CODEC_CAP_EXPERIMENTAL seems to be used mainly for "not so good" encoders
using it for potentially insecure codecs seems a semantic change.

Docs say this ATM:
 * Codec is experimental and is thus avoided in favor of non experimental
 * encoders

I dont think we can just change this to "that might allow the multimedia file 
author
to login to your computer"

I dont know how other see this or if iam missing something
but this may need a seperate flag
