ive sent the floss.fund mail to SPI asking for advice how to proceed

As said, (on the assumtation that this all works) we will roughly need
(this is not a hard exact list, just what i think we need)

0. someone should read through all the documents and webpage and summarize how 
this
   differs from STF
1. public announcement (which they ask for IIUC)
2. wiki page where people can add proposals
3. call for proposals on social media
4. maybe discussions of proposals on ML, if theres something to discuss
5. someone needs to collect the proposals and send to SPI (i would be happy if 
pierre does this again)
6. once SPI replies with any requirements, contracts, ... people who want to do 
the work will need to sign them
