yes basically the readme is outdated and most development happens in http://code.ffmpeg.org is atm the preferred place for new patches (and where you are most likely to have your patch be seen/reviewed) the contributing markdown file has been updated to reflect this ( https://code.ffmpeg.org/FFmpeg/FFmpeg/commit/c7b5f1537d9c52efa50fd10d106ca015ddde1818 )
