Fairy will now read doc/developer.texi and use it to classify PRs, that means 
you can adjust
whats written in doc/developer.texi to adjust how she classifies PRs

she will also write a short justification for why she classified a PR the way 
she did.

This did make a significant difference to what she approved and what she called 
a blocking major issue in testing
