The sample rate is definitely there in the output file, so ffmpeg might be just
reconstructing it from the other data it has:

Stream #0:1(eng): Audio: aac (LC), 48000 Hz, stereo, fltp (default)

If you need sample files I can provide them privately. It's broadcast mpeg-ts,
anyway.
