Depending on the ugliness of the macros, maybe duplicating the file as libopenjpeg15.c and libopenjpeg2.c, and having the build system use one (or possibly both, for testing) would be a better option. Duplicating code is of course not a good practice, but littering the bug with conditional compilation is horrible too, whichever is the least horrible in this particular case should be considered.
