I'm not aware of a user outside of ffmpeg and const changes shouldn't cause big problems, as only the API changes, not the ABI. APIchanges can still be changed after a commit, but the commit message can't. Also it can only replace APIchanges when everyone (including Libav) uses it. So I'd prefer if you added an APIchanges entry in addition to using this tag.
